    Tubes up through Bracket?

I plan on doing new seals and oil in the forks but it will be a couple of weeks. The boots are cracked so I figure if I am going to take off the tubes to do the boots may as well do it all.

But on examining the front end I noticed the tubes pushed up through the bracket. I dont recall having seen that on any of my other bikes but I have read about people doing it .. cant remember why.. So is this spec installation or did some previous owner do this and why?

This makes the fork rake angle a little steeper which makes the bike handle quicker.

Or the rider was shorter and could reach the ground easier. Did that and put shorter shocks on my wife's bike, she is much happier with it now.
