    This is posted on Illinois' website, "When traffic control signals are not working, you must always treat the intersection as an all-way stop, come to a complete stop, unless directed otherwise by law enforcement. You must then look and yield the right-of-way before entering an intersection." I wonder if that is enough to get out of a ticket?

      There are federal laws that will get you out of a ticket if the signal is defective. And if your motorcycle doesn't set it off, it is defective.
