      I am going to chalk a lot of this up to being a newbie.

      After more fussing with the carbs, I decided to check the new boots vs the old boots interiors. The openings were the same size, but inside the existing boots there was a ridge 1/4" ish back from the opening. The NE boots had an almost non-existent ridge much farther back. This is why they would slide on but not stay on.

      I squeezed and tested the new boots comparing to the old boots. The old ones felt just as pliant. I decided to clean the old ones up and switch out the O-rings and clamps. Everything fell into place. It still took about an hour to get everything re-assembled, but I did just that. I tested for air leaks and there weren't any.
