Its too bad a guy wasn't sitting on some cash at the end of the cold war. Apparently the government practically gave them away. Thinking that the underground facilities made the value of the above ground almost worthless. Of course people got creative, and made them desirable residences. Saves a bundle on air conditioning too so I heard.
