Cardboard blue painters tape

I saw a guy riding 2up on a small what looked to be a 250cc Kaw Suz Yam or Hon too beat up to tell. 1980something it had 2 CV carbs. He was running Cardboard circles with holes and blue painters tape over the intakes. No airfilter. I saw them sitting on the side of the road. I stopped to see if I could help. One of the intake covers had fallen off and he was reinstalling it. The battery was to low to crank the engine so he bump started it. He said they were fine and did not need help. Thanked me and went back to working on it. When I came by 40 min. later they were gone.
