(assuming that is an actually the bike parked in the water, not some post processing reflect image or something)
Note: (If you don't already know) I have posted many pics of back tire in water.
Other note: I Did , one time, figure how to get both tires in water without me having to step into the water. And it looked somewhat like your cousins pic.
