                  I was handed down some things that belonged to my great grandfather and this was in the box that contained mostly small boxes of mixed nuts and bolts, nails and screws???

                        It’s for lapping in valve’s.

                          WHen you turn the crank, does the end rotate some in one direction then not as much in other direction -- and repeats one way more then other way as you continue to turn the crank in same direction..
                          If so, that seem like a valve seat lapping tool. But seems like something is missing, or maybe the end screws off (or used to).

                            I enjoyed it. I noticed that was color in sky, and reflected in water (that doesnt alway happen). ANd you caught the wave receeding such that the sand was still wett and that also reflected the sunrise color.

                            But, then again, I am a boring guy. So... . . . . .

                              It's kinda hard to crank, but it seems to do what you described.
