Camshaft chamber lack of oil?

With my bike now not maintaining previously set idle and revs increasing and hanging after running. I tore down the intake again and found some paint flaking on the head intake surfaces. I cleaned and flattened the surfaces.

Recalling that my last valve clearance measurement on #1 intake was at the minimum .03 mm, I also removed the valve cover to check again.
The first thing I noticed is that Intake #1 cam chamber was dry as a bone, where others had a pool of oil. Exhaust #2 was barely damp.

Is there any situation where this is normal?
#1 has been running hot.
Is this possibly a bad valve seal?

I didnt notice any white smoke in the exhaust, but wasn't really paying attention during warmup. A bit of popping during warmup though.

Ive never not had oil in all of them. Id take out the cam and blow air down the oil galley holes to back flush anything clogging it. Id also drain the oil and flush out the pan. While the covers off get a gallon of diesel and dump it down the chain tunnel to flush the pan out. OR take off oil pan and manually clean it and the pump pick up screen. Oil the journals before installing the cam. Crank it over with the cover off when done to observe oil flow is restored. Have rags handy as some will likely spill over the head lip.

NOTE.. put rags over all the journal oil gallies as some oil will blow back through them as you clear each hole
