New rings ?

While I've got the head off to replace the valve guide stem seals, would it be a good idea to put new rings in, the compression is 130 psi give or take a small percent.

130psi isn't bad but it all depends on compression ratio and cam profile etc.
Once running the psi may be higher.
Minimum for combustion to occur is 90psi.
15psi difference between the highest and lowest reading is the limit for normal wear..
If you fit new rings you will also have to have the bores re-honed to break the glaze for the new rings to seal.
You will need to measure the piston to bore clearance to ensure this remains within limits once the honing is done.
How was the bikes performance prior to pulling the head ?
If you were happy with it it may be wise to leave it alone.
