Soak them for 24-48 hrs with a good penetrating oil then try again. If they are starting to move then try a bit of heat on them. The last thing you want to have happen is a snapped exhaust bolt. Oh, the other thing that will help is the proper tool, get an allen key socket for your ratchet. -
PB blaster will help and heat, but with that massive aluminum heat sink it is hard to get the bolt very hot.
The most effective thing (if nessesary) is to wire weld a section of that allen wrench into the end of the bolt. The current running through the bolt will break the bond between the bolt and the aluminum.
Use studs next time or lots more anti seize.Comment

Spray with the penetrating oil and heat them good and hot, then repeat. Try turning both directions. You gotta get them to crack just a little and then spray more oil and work the bolt back and forth. Whatever you do don't try to force them out because they will just bust off. You have a better chance than most because they are socket head aftermarket screws. Hopefully they are the black oxide type which are quite strong and can take a lot of torque.Ed
