remove rust from chrome?

Have two years old v&h header and have rust where the tubes meet, hard to get to, any advice, got in there the best I could didnt know if there is some kind of spay on stuff that would really get in there,my last v&h pipe never had this problem even after many years,

Good choice. Deck cleaner is typically oxalic acid. I've used it with good results before restoring an old rusted bicycle. Mix up a batch, submerge the part, and come back later to find the rust gone.
