yes they came like that from the factory. To prevent you from toying with them (its against the law you know
) The good news is, since yours are virgin and unmolested, they shouldnt get buggered up when you take them out to clean your carbs.. You'll need to drill a smallish pilot hole and then thread a drywall screw or something into the plug to get it out..

carbs have already been dipped, with the screws in. It's a little rich at low end, figured I'd check them and make sure they haven't vibrated out of adjustment.Comment

There's a small o-ring beneath that screw that can be destroyed by carb cleaner. You should remove and replace this o-ring.Comment

To remove the o-ring use a skinny screw and thread the washer and o-ring on it. Be gentle not to rebore the hole in the carb throat.
Hopefully the o-ring isn't pudding.Comment
