vacuum between carbs
Is there supposed to be a vacuum tube connecting carbs 2 and 3? And if so does the spring go in front or behind the hose?

No, there is no vacuum connection between any carbs. Kawasakis from the early 80s would link their vacuum lines for some models. What spring are you talking about? I think Basscliff's intro has a picture labeled "Where do these hoses go?"

Soooo, they are vent hoses not vacuum hoses. Assuming they are the same for VM carbs. There's a pretty beefy spring that attaches the throttle pulley to the carb mounting plate. It runs down between carbs 2 and 3 which puts it right on top of where a vent hose would connect 2 and 3.

The picture shows VM carbs. A 79 GS750 should have VM carbs. There are 3 nipples showing in that picture: the outside nipples are vent lines, the middle one (coming from the #3 carb) is a vacuum line which connects to the small nipple on your gas valve. The big beefy spring does not jump out and bite vacuum lines.
