Rebuilding my VM carbs. On the slide assembly there is a round plate with 4 holes and a bump pushed out in it, does that bump face the bottom or top of the carb? Also should i beable to blow through the choke in the carb bowl

That dimple pushes against the washer to cock the needle to one side, so it doesn't rattle around in the needle jet and wear it out. So that side goes down. That passage in the float bowl is the fuel feed to the enrichment circuit, yes it needs to be open. -

Fat on top. On page 7 of this PDF it shows the slides broken down and in kind of a exploded type of view.
