Actually it does look like someone crimped the opening the cable goes through closed. The two "rails" with the hole in them should be parallel. The cable goes in through the side and them up the middle between the two end plates. Yea I simply focused on what appeared to be the subject of the photo.Actually it does look like someone crimped the opening the cable goes through closed. Your carb balance screw looks in very good condition. That could mean a number of things.
Everybody who ever worked on it has been very careful and used the correct tools.
They are replacements.
Nobody ever worked on it.
