"Bouncing" tachometer needle

    Use two small screwdrivers and a towel to protect the face of the tach. Pry it up. It'll give with no surprises.

          Pry off the needle with a dinner fork...just like two flat screwdrivers, but you only need one hand.

            .....as a clockmaker and instrument restorer, I can assure you that if you adjust the needle spring in any way then your speedo / tach will be wrecked. You need to clean all the grit out of the gears and lightly lube the moving parts. If the needle is responding slowly, then you need to remove the needle and the dial and clean out the old lube from around the needle bushing support.
