Can you replace 85 GS450L spark plug wires without changing coils?

I have a 1985 GS450L that was running fine and then one day it has no power, surges at RPM and pops through the exhaust. I have changed the gas, put in sea foam, replaced the plug wires and it still runs bad. The carbs were soaked and cleaned by the previous owner so I am not sure that the carbs are the issue. If I open the choke all the way open it still surges. The popping is worse since I changed the plugs.

The bike at idle runs fine and if you rev it in neutral it revs fine. When under load however the bike just wants to fall on it's face and I have to keep the RPM's up at 7K to get it to move or go up a hill. I pulled on the spark plug wires at the coils but they appear to be attached to the coils? Is this correct or can I pull them off an just replace the wires?

I have read through the articles and used the search but did not find the answer I was looking for. The bike surges pretty bad and jerk back and forth to the point it could buck you if you were not paying attention and dangerous in a turn.

The other thing I did was have the bike run on 1 spark plug alternating sides and it seemed to idle fine which surprised me.

When the engine surges the RPM on the tach will stay the same and does not jump up and down.

Not likely a coil wire issue but you never know. My preference is to ALWAYS rebuild the carbs with fresh O-rings inside and on the carb boots on every new GS purchase. Unless you do this you are gambling on what's going on inside the carbs. Rebuild them, adjust the valves, and generally build a base line of good solid maintenance practices and you can move forward toward having a solid reliable bike.

BTW, these bikes won't run for crap with the stock jetting unless the airbox is in place and properly sealed. Tons of people install pods and/or aftermarket exhaust systems and then scratch their head when their bikes run like crap.
