    at idle volt meter reads 13.6 volts

    You think it's that simple? run the stator tests and discover the bad part- lots of effort have been put into them, so take advantage!

      Depends if a headlight is on or not. If I shut the headlight off on my bike it reads 13 and change at idle.

        As mentioned, best to run through the stator papers. As they say, "to check is to know".

        Having said that and having been through it myself a time or two, sometimes it can be as simple as corroded or dirty connectors. With my bike, the connector to the R/R was corroded. Switching to new spades and cleaning the contacts on the R/R sorted things out.

        Statistically, it seems to me, the most common part to fail is the R/R but again don't jump to this conclusion until you verify it.
