5 volts at the turn signals?

Isn't there supposed to be 12 volts to the turn signals?

    When actuated, yes.

they'd be pretty dim if they were 5 volts per your thread title... flashing on and off might be too much for a cheapo digital multimeter to keep up with.

It was measured with a fluke multimeter 5.06 volts to be exact, no flash and won't even light up the led turn signals I just installed . I'm waiting on a led flasher to show up , but in the mean time I thought it would at least light up. But no go, 5 volts to all signals .

What do the voltages measure along the 'path' to the signal lamp?
Grab a wiring diagram and measure away.

            right....there's a resistance somewhere stealing ~7 volts.
The low current available("...not even leds light...") suggests bad connection most likely bullet connectors undone or %$$?! ,turn signal switch, faulty flasher unit, and if you have the plastic stems for turn signals, there's a ring connector for a ground that can be funky...

or a possibility that someone has put connectors back together wrong...it's not hard to do that inside the dark headlight bucket.
