Parting this 83 GS1100E and this black box I?m not familiar with is a ND 38860-49500. On eBay it?s an igniter on google search it?s a relay. Anyone know what it does?

eBay sellers will call an item whatever they want, whether they know what it is or not.
The parts fiche calls it RELAY, LAMP OUTAGE WARNING and a brand new one will run you $86.33.
It is part of your warning system built into the instrument panel.
