Okay, I finally got to do the test. At about 5000 RPM's the battery voltage measure on my volt meter at 17.25 with my meter setting on DCV 20.
I am thinking that is very high but let me know.

Yes. You think correctly.
Good that you have a voltmeter, and are able to use it.
Before condemn the R/R check the r/r negitive lead is well grounded.
Check to see is about zero point zero volts (not the extra 3 volts) between r/r negitive and battery negitive.
Check to see is about zero point zero volts (not the extra 3 volts) between battery negitive and frame ground.
Oh wait, You did say r/r negitive was connected directly to battery negitive.... hum..... okay, yah, seems like the r/r is the main suspect here.
Still need to be concerened about running the bike with that high of voltage, concnerened about burning out other things like the ignitor (expensive). CAn run bike with R/R completly disconnected if want... just will not be charging battery.Had 650G & 850G. GK since 2005. BOTM GK 2024 June, 850G 2015 Sept

No! that only kind of looks like a real SH-775. It is not. The real ones look like this and are usually dirty, like this.

So beware of what your are buying, make sure the one you're getting looks like this on the top fin.

The real ones ALWAYS have the white printing on the top like that picture. Member Nessism buys used ones, tests them and sells them at a very good value to members. hit him up and see if he has any currently.

Yes that looks the real deal not a bad price either, I along with quite a few have purchased off that dealer.The big guy up there rides a Suzuki (this I know)
