Those part numbers are specific to the 1100? Will they fit the 1000?

Go to Fram. They give a cross reference for other brands.

The K&N, Wix and NAPA filters I purchased always had an o-ring with them. I would never purchase one from a dealer, too much for too little.

The Hiflo's that I've gotten come with two o-rings, one for the 3-hole and one for the 5-hole cover styles. No o-ring with EMGO brand.
