How to remove tailpiece 83 1100E

I am removing the tailpiece on my 83 1100E. I removed the 4 bolts and it is free except for the black plastic ring that surrounds the lock cylinder. It won't budge. Is there some trick, do I have to reach my fat mutts underneath and do something, or what?
    Thanks in advance

Did you remove the two bolt that are mid-way under the seat?

Yes. Everything is loose. The only thing holding it on the bike is that plastic ring.

Got it. Pulled all the bolts underneath where the toolkit goes and it came off.

          George,

Are you chopping it up into a Bobber?
