The Heck is this thing stuck on my steering stem?

    Steering lock?

NONE of my keys will fit, its to small. And if its a steering lock why have it when I can lock it with the ignition switch in the "lock" position?

Can I cut it away? I fear it will interfere with my fairing bracket I'm gonna weld on...

Does it show up on the fiche? I'd start there first...

I know it's different for you guys in Europe but look here:

EDIT: I don't see anything like that on my "T".

it is (or was) a steering lock. turning the key pushes a plunger out which locates in a hole in the steering stem.
cut it off if you dont want it, it wont do any harm as long as you weld up the hole afterwards

It's a steering lock and you can safely cut it off.

            Not quite.

Merely unsteerable, once it has been stolen.

Unsteerable unless the new owner has a hammer and knows how to use it.
