Idles high with choke - normal?

My 550 will start fine in 20 degree weather with full choke but the RPMs will quickly rise to the 3-4k range. The RPMs then come down as I slowly back off the choke. Is this normal or do I have a leak somewhere. Everything else appears to work fine.

It's not a choke , it's a fuel enrichment which actually delivers fuel to the
intake side of the butterfly. So yes the RPM will rise.
