PA needs a title or something to register it so you need ITS or someone else to get you the paperwork...a bill of sale won't cut it.
Go to the ITS website and print out the forms. When my friend did his, he needed to get insurance on the bike before he could start the process. Go to Bikeline.com. The insurance is cheap and you can do it all online. Fill out the paper work and get what needs to be notorized notorized. Call ITS to verify the fees..they might have changed. Then just send everything in. In a couple of weeks you'll get a Maine plate and registration. Take the registration, your insurance info, and your checkbook to your local notary and in a few weeks you will have a clean PA title. You should get your temporary registration and plate when you send in for the title. A lot easier tha I just made it sound. Good luck. PM me if you have any other questions.
