I believe that's the Infinite Improbability Drive. They only put that on the special edition GS Heart of Gold. :-D

That is a Discombovulator Unit. Make sure to change the fluid every 300 miles! \\/ My guess...and it is only a guess, is that it's an oldschool rev limiter / ignition advance module. Looks similar to those in the drag cars of the mid to late 70's.

They go into the headlight. I havent taken it apart to see what they connect to.
