No I don't think that can all be caused by the r/r. Likely you have a carburetor issue, and perhaps an ignition issue as well. Yes, this can be the reason it backfires & runs poorly. The stock GS coils are weak at best & with low battery voltage it only magnifies the problem. Check the stator output first though as IT may be the problem instead of the rectifier. Before you go anywhere else on this, charge the battery overnight, with a trickle-charger.
Your discharged battery will encourage false meter readings.
Once that is done, you can do the full checks on the system.
