Can any one tell my what diameter are the handlebars for a 82 gs1100gk I want to change them out got some this morning that i thought was 7/8 round but a tad too big.

All GS models use 7/8" handlebars.

are the new bars powdercoated? the powdercoating adds to the diameter. need to sand it off under the throttle grip

Bars for Harley Davidson are 1 inch. Could that be what you picked up?
