    Both. "Bench Sync" is particularly important if your bike has VM carbs. Vacuum sync is done after the bike is running.

      ok how can i bench synch them if i don't have a mercury syncher?

          You don't need gauges to bench synch. Use the adjusters on three of the carbs to match the opening on #3 measured at the throttle plate on the head side of the carb. It's done off the bike which is why it's referred to as a bench synch.
