1.) Do I have to drain the engine oil before pulling the old seal out ?
2.) Which side of the seal goes into the block ?

You can leave the oil alone. Seal is installed with the closed end outward.Ed

Just make sure you have the bike leaned over to the RIGHT side instead of left on the sidestand! Also, make sure you GREASE the new seal inside & outside before installing so it won't bind or tear.
