No, they are different. Are they interchangeable? Anything is if you want it to be bad enough! Ray.

I've used an 83 filter box on an 80. It fit.
The spacing on the carbs will be the same.
Mounting bolt pattern appears to be the same.

The air inlet is different, but I'm pretty sure they are interchangable. If I remember correctly, the "81" has two inlet holes appx. the size of a quarter each. The "83" has one larger oval shaped inlet with a rubber snorkel in it .
