    Should this be done with the float bowl gaskets on or off.

      Gaskets on or add 1mm , That's the info in my manual. What bike is it?

              The specs in the manuals assume that no gasket is installed.

              I don't know if yours call for the same 22.4 mm as most of the rest of the CV carbs, but if you have gaskets installed, make it 21.4, instead.
