Take out the cam chain tensioner. Don't forget to lock down the piston first.
Remove exhaust cam covers. Line up #1 arrow to head and pull chain over sprocket.
Count the pins on the chain from #2 to #3 on the intake cam.
Tighten down Exhaust cam caps making sure you don't disturb the timing.
To reinstall the cam chain tensioner you need to cock it first. Loosen the lock screw and push the piston in as far as you can. The knurly knob should turn while doing this. Tighten down the lock screw. Install the tensioner. Hold chain on the intake sprocket and release the tensioner a 1/4 turn. Lock down the lock bolt.
Turn the engine a few times and recheck the timing.Comment

ACtually, the MANUAL tells you to count the link PINS. there should be 20 pins including the ones over the arrows from 2 to 3.Comment

Cam timing can't be off that much if one of the cylinders has good compression and the other doesn't. Sounds like something is going on inside that one hole.
Question: when adjusting the valves, were the shims way off on the side with bad compression? If so that would indicate a problem. If not, there might be some broken rings in there.Ed

i took off the cylinder head. but i broke off 4 screws on the cam caps.SH#t i can( i hope) use a screw extractor to get them out. when i looked at the valves the one that fired was sooty black and the other was not. but the valves don't look the same, the ones that are cold look "bad" i will have to take a pic and show you .Comment

Do NOT attempt screw removal with an extractor, they love to snap off which greatly compounds repair. Get some left hand drill bits and use a drill press if you have one. Use a pilot hole and work up in bit size.
