I have seen a few but can't recall any discussion of them.

I've had both and there's no discernible difference. The hoop design is older and pukka till roughly mid / late 70's when the later (neater) type came in.79 GS1000S

I've got one on the XS. As mentioned, it is more period correct but I got it because I couldn't find the other type. I find it does a good job in tightening up the front end.
I'm sure you'd be happy with one.

There is a parts bike that I may buy that has one on it.
I had read that they were functional, but wanted to see if anyone had any real experience with them.

all your doing is tying the fork legs togather to cut down on twist/flex.
weather be a tube(tweek bar) or a billet clamp on...
they do the same job..
one is no better than the other..
the clamp ons look better to me but you know about opinions...Comment

The only concern I would address is whether an old, used hoop type could possibly get "tweaked" a bit so it gets slightly misaligned. Other than that it should be a solid piece.Comment

I read of a technique for checking ..
Bike on centerstand .. Front wheel off .. Brace off .. Springs out
Install axle only
Cycle the front suspension .. looking for binding.
Install brace and repeat. .. again looking for binding.
install wheel .. again looking for binding.
Once adjusted and no binding, install springs.Comment
