What are these brackets for?

There's one of these on each side of the handlebars on the bike I just got. Can anyone let me know what they're for? Thinking about switching out handlebars and wanted to know if they should be used for something. Thanks.

Don't throw away those brackets, you never know what they will come in handy for, especially since they fit your bars. May be a good holder for a GPS or something.
