Large out of spec tappet clearances

What confuses me is why are they so far out.

Shane, the only thing that I can otherwise think of as a reason for the excess clearance, is when the valves were last adjusted the owner didn't depress the shim to squish out the excess oil before measuring the clearances.

That is a possibility.
I am trying to find out who did the last clearance check, Dunedin is a small town so it shouldnt be too hard. Then I will know for sure.
