Change fork seals if changing fork oil?

Is it recommended/necessary to change the fork seals if I am going to change the fork oil?
Or do the fork seals only get changed if they are leaking?

"If it ain't broke don't fix it!" Unless they're leaking leave 'em alone.The old ones are a serious pain to remove. :P
