    Pilot jets are too small. His engine combo was different than yours so try the 22.5's first.

          The normal position of the needle is groove#3 from the top (middle position). Yours is 2 grooves leaner than standard. I'd suggest trying the needle in groove #3 and see how it runs.

            Hanging up

            Yes, get the larger pilots and try the raised needle clip position and don't forget to sync them.
            A note, usually, but not always, the hanging up and slow to return to idle is a sign of being lean. There are other factors as well, but this usually it after you made sure not kinked cables and dirt in the carbs.
