Wheel Offset?

It looks like some of the wheels are offset away/right of the chain. I have heard some bikes came from the factory like this (Triumph) but how does it affect handling? This will be a street bike and I plan on riding it a lot.

My wheel was off to the right side(brake side) a fuzz..I dont remember exactly how much...It went straight at the track and rode OK beating around town....With the MT tire on back, you went real slow on the street..
