GS 700 project : little help???

Thought i would resurrect my boys' gs 700 that has been taking up space in our trailer. For 5 years. Under a bike cover....'Don't worry Dad, we will get to it next year'. That was in 2008 and three deployments for me ago.
The Wes Cooley is finished so....hmmmm. Lets get this 700 running
Saw the oil was down and was surprised it took 3 quarts to get to level.
After leaking another 3 1/2 quarts oil onto the garage floor out the clutch cover, low and behold the clutch cover gasket was in pieces from one of many sons exploring the clutch innards and buttoning up without oil or gasket.
My question: I refilled the oil and then realized forgot to change the filter. Old age. So pulled the drain plug: no oil.
Popped the filter cover: just a little pool on the bottom.
What gives? Do I need to start this little beast for the oil pump to fill the filter chamber?
My 1000 and 1100 GS's never played this trick that I remember.........

1. There was no oil in it. You put in 3 quarts, it leaked out a bad gasket.

2. You refilled the oil but forgot to change the filter. Pulled the plug, no oil.

3. Removed the filter cover, found it virtually dry.

That about right?

If you filled it with oil, then pulled the drain plug, you should get out exactly what you had just put in.
If you hadn't started the engine, it's possible that the filter cavity might not be filled.
The part that really has me confuzzled is #2.

Now I once had a hated Bronco 2 that 'somehow' had that happen years ago.
More time and effort than it deserved to live.
I claim it was subconscious on my part!

On the bright side, no oil in the 700 filter chamber, new filter, no oil loss, no worries.
Unless there is a super secret non return valve some engineer who created the 700 head shake at 80mph that I do not know about that keeps the oil filter chamber empty without the right incantation is recited.

I know a guy that went 1000 on a sportster with no oil. Dealer changed the filter but and drained it but didnt fill it
