Yes, you can take it off, it's just a cover

What bike and is the bearing behind it open or fitted with dust seals?

It's a barrier to road grit getting into / near the bearing. I'd not run a long distance without it, unless you enjoy replacing bearings more often than you need.

The spoke wheel hub was made to accomodate 2 discs, as was the mag wheel.
          Both used sealed bearings.

Suzuki had some setups with 1 disc, both on the spoke wheel and the mag wheel.
On the twin disc setup that bearing is not protected by a plastic cover.

My take on this, the sealed bearings are up to the job keeping dirt out.
And while i agree the plastic cover keeps dirt out of the unused threaded holes because that 2nd disc is not there,
i do not think it does anything for the longevity of that bearing.
          Aesthetics in my opinion.

What protects that bearing, besides being sealed, is this part.

I stand by what I said. Extra dirt protection is never a wasted effort.
