Impact driver before the top caps are off...
Or a broomstick pushing down on the damper rod...
Or several extensions and a spark plug socket on the last one upside down...
There are other options.Comment

The receipe: 1 piece of 1/2" all thread 36" long; Two nuts, 3/4" o.d. , 1/2" i.d. ;One 1/2" lock washer. Bend the last six inches of the all thread at 90 degrees to the long side, thread the two nuts on the end of the long side with the lock washer in between them, with about an eidth of an inch of the all thread sticking out. Peen that end over, jam the two nuts with the lock washer up against the peened end of the all thread to lock them in place. Fits inside fork into the inverted 17mm hex.Comment

3/4" o/d nuts wont fit in a 17mm hex hole! if the hex hole is 17mm you need 17mm or 11/16 nuts. if the hex hole is 19mm or 3/4" then use 19mm or 3/4" nuts. The receipe: 1 piece of 1/2" all thread 36" long; Two nuts, 3/4" o.d. , 1/2" i.d. ;One 1/2" lock washer.
