Well I've studied your pictures and been out and had a look at my own bike and can't see what the problem is.
if you remove the tank, do the bump stops butt up against the frame on full lock?Comment

It looks like the tank is either too high or too far forward or a mixture of both. The gap between the side panel and the bottom of the tank looks way to big. I would take it off and make sure it goes back properly. In particular the pair of 2" diameter rubbers at the front are located in the semicircular recesses in the tank. It looks like the tank is sitting on top of them.

actually I got to looking and the PO cut the stops I welded some nuts back on them gave them 1.4 inch more height and no more issue thanks, for the inputComment
