It seems to me that having your handlebars hit a mirror on a car while passing it, and with there being far more cars that have mirrors that are fixed in position than those with flexible-mount mirrors, it is more than a bit likely to cause loss of control of your bike

If someone is riding that close to other vehicles that the risk of injury to your hands, as well as the risk of losing control of the bike, are already-known factors (presumably due to experience) then that someone doing this is NOT a safe rider.
EDIT.....

Once all the techies leave you'll have a chance to move back
and its funny you lived on great highway I live near the sf Zoo always foggy in this area but im sure you're well aware of the micro climates we have haha
