Probably just server issues, network traffic, and so on, fault is probably with the ISP.....

admincp -> Options -> Server Settings and Optimization Options
Simultaneous Sessions Limit and *NIX Server Load Limitset it to 5 or 0 if you don't want to use it....Admin CP -> vBulletin Options -> Server Settings and Optimization Options -> *NIX Server Load Limit
but this probably does not apply, it was used on older versions of vBulletin, I am not sure if it's still an option in the newer versions....
