Rust on the camshafts or the cam lobes? How bad?
If there's some very minor surface rust, then I'd let the normal valve actuation take care of it. Mine has a minor amount of corrosion on them, but the brief run of my engine I did was enough to clean all that up with the oil circulating through there.
If there's actual rust, then you need to be ultra careful so you don't alter the cam lobe spec's. If they're too bad it may be better to try to source another one...
