That basket doesnt seem bad enough to cause your problem.
The outer is driven by the crank. The inner drives transmission. Your probably stuck between 1st gear and neutral. Try another gear while you rotate the tire and you should see the inner basket move as well.
When you took the outer pressure plate off after it got stuck was the outer plate stuck on top of the basket? or was it still down on the disks?
Got it on the sidestand so I didn't have to drain the oil again. I just ordered another clutch assembly for $25, seemed like the best idea. Just got the baskets off, finally got a buddy to weld a rod to one of the old steel plates.
The top fiber plate was stuck to the outer plate. there was also grooves from the springs (see pic)
