My Haynes manual suggests removing the air cleaner while syncing the carbs. This allows you to set all four carbs to the same level instead of having to guesstimate at setting #1 and #4 at appropritately higher levels than #2 and #3. Here's Haynes' own language:
"Since the difference in pressure is due to the presence of the air filter element, a reasonably accurate setting can be achieved by temporarily removing the element for the duration of the adjustment and then balancing all four cylinders to exactly the same level; if the element is then refitted the difference in pressure can be noted for future reference." (p. 93, section 10.8)
Has anyone had success with this? Thanks.
