VM 26 carbs-Stock intake- hard start

Hey everyone.
Looking for suggestions here.
78 gs 750C, stock intake, stock pipes, stock carbs, new point, new condensors, new orings on intake boots, new air box rubbers, air box sides resealed. Recent valve clearance check- 6 of 8 shims are to tight and in need of replacment- already on their way here. Air and fuel screws 1.25 turns out.

For now, Bike won't start without full choke. Take choke off, it wont idle even after warmup of 5 minutes. It did idle before all new parts above but would idle high and stay high.

1. Is it time to soak my carbs now and rebuild (they look very clean inside)?
2. Are the shims the problem or part of the problem?
3. Any other suggestions.

It depends on how tight the valve clearances are whether that's the problem or not. It could very well be part of the problem. However, your air and fuel settings don't seem right. Initial settings for those carbs on a GS1000 would be about 3/4 to 1 turn for the fuel screw (bottom) and probably about 1 3/4 to 2 turns for the air screw (side). Yours I think should be about the same. Set the vavles, try those settings and then fine tune for the highest idle. Hopefully that will fix it. Once you set the valves and have it warm check the compression to see where that's at. If that doesn't work it's probably time for a carb overhual. Dip and o-rings as well as carb manifold o-rings are about all that's needed there.

Well, fiddled with fuel filters in another post and found that no filter worked best and resolved most of my issues noted here. That said, I still have an idle that changes when I come to a stop. Sometimes 1000, sometimes 1250-1500 or 2000-2200 rpm. Only thing left to change are the air and fuel screw settings, valve shims and interior o-rings.
Shims are coming, orings are here, I'll try the screw settings first.
